Hi there - sorry for the late reply.
You're right - In England (school) years 9-11 are when you do your GCSE's and years 12-13 (often known as sixth form) are when you do your A-levels.
I'm guessing if you're an international student you probably didn't do A-level and GCSE's - I think Oxford publish some advice for international students on applying and it might tell you what to do about this section.
